I have to say this may be matter of taste but let me try...

1.  More people use this for SGML file names with locales.  (I can hear
    you say so what.)

2.  Using hyphen for locale seems to be popular only for package name.

3.  Content negotiation for HTML has similar (but same as locale for
    pt_BR) extension such as fr and en.

Again consistency is really a issue.  Following multilanguge high
profile package uses this convention.

  developers-reference
  maint-guide
  doc-debian
  boot-floppies
  ...

Oh, for boot-floppies, your fellow Brazilian

is using .pt. as middle extension for the SGML which seem to be build
with pt locale.  Oops! You may want to file a bug? :)  Or is Gleydson
expatriots from PT living in BR?  Anyway, ....

I think some policy will be nice to make things consistent and
maintainable.
