[PROPOSAL] DebianDoc-SGML drops Lout support

Hi,

I propose to drop the support for Lout output from DebianDoc-SGML for
the single reason that Lout does not support the locale requirements
put on DebianDoc-SGML, especially for the so-called CJKV (Chinese,
Japanese, Korean, Vietnamese) locales.  If Lout does support these
locales sometime in the future we can always put the support for it
back in the package.

We won't loose PostScript output because of this drop, since this can
still be gotten via LaTeX.
