	Though I have not been following the debate very closely, I do
 believe we should allow for packages to be cross-indexed under
 multiple headings. 

	The headings Should be chosen for maximal ease-of-use in
 searching, and it is concievable that a package can reasonably be
 classified under several such headings.

	I do not think I look at dhelp or dwww or the menu stuff as a
 table of contents to browse through, as a user, I tend to use
 it to find things quickly, and hence it is closer to an index than a
 table of contents.

	From the human factors viewpoint, it is more important to
 support the index view rather than the TOC view.
