I think I know the reason for your problem: the sgml2xxx commands are from
the sgml-tools distribution. You need to take the debiandoc2xxx commands
for debiandoc documents.
(If this doesn't still solve your problem, you should check
/etc/sgml.catalog. It has to contain an entry for the debiandoc DTD which
tells there SGML parser where to find some essential files.)
