This will greatly help non-maintainers that would like to contribute
patches to the packaging to "freshen it up" (and the janitor). (Common
question: "Is this package stuck at debhelper-compat (= 12) because
the maintainer forgot to updated it in a long time, or does the
maintainer actually backports this to old-old-old-stable?")
There is a mechanism for this in the janitor
(https://salsa.debian.org/janitor-team/janitor.debian.net/-/blob/master/k8s/policy.conf),
but as far as I know not at the package level.
