Going forward, we would like to get rid of this debhelper addon and
instead have packages install the files directly into the canonical

As Helmut mentioned in his email, this will break backports to bookworm
and older

Related: can we please have a machine-readable way to encode the backport level (stable, old-stable, a specific release like sarge) that a package maintainer is willing to support?

This will greatly help non-maintainers that would like to contribute patches to the packaging to "freshen it up" (and the janitor). (Common question: "Is this package stuck at debhelper-compat (= 12) because the maintainer forgot to updated it in a long time, or does the maintainer actually backports this to old-old-old-stable?")
