Debian chose systemd, Devuan chose InitV. so you as user can choose whatever you want,
I wouldn't say Devuan chose SysV but Devuan does let me choose runit during the netiso install and thankfully Debian has the init freedom project. I wouldn't call mentioning observations a rant. It doesn't actually bother me like hibernate and lockdown does as there seem to be more and more non systemd distributions supporting alternatives.
