Not very consistently though:

$ apt search penis | grep penis | wc -l
2

Can you please clarify what problem you see with these package names? The results I get for this search are:

 apt search penis | grep --color penis

libopeniscsiusr/stable,stable 2.1.8-1 amd64
libopeniscsiusr-dbgsym/stable-debug,stable-debug 2.1.8-1 amd64
  debug symbols for libopeniscsiusr
libopeniscsiusr-dev/stable,stable 2.1.8-1 all

I.e. they don't actually contain the word “penis”, they just happen to contain words that when strung together contain these letters in this order.
