In contrast, I usually try to convince upstream to maintain their debian
packages (under the debian-astro team maintenance hood) themself.

This may be true for mainstream packages, but not for those that are
targeted to a limited audience only.
You will just not find many astronomers who want to maintain Debian
packages (at least, I still didn't find them), and using upstreams
legitime interest in getting his software easily installable is IMO a
good way to broaden the software base in my field.
Sure, this is a bit different from the case discussed in that thread;
however since you raised the "never", I would answer with "it depends".
