It is not: there is still not even a wide consensus about which public 
key cryptography systems should replace the ones which can be broken by 
Shor's algorithm, and we are much farther from having developed 
protocols which can use them.
For a few more years, at least, this will be a topic for cryptographers 
and the CFRG, not OS vendors like us.
