To be exact, FTBFS in a package on an architecture for which it is not
*currently* built is not RC.

If a package *used* to work on a given architecture but now (because of
whatever reason) upstream has decided that supporting said architecture
is a problem and won't be done anymore, then failure to build that
package on that architecture is not an RC bug (though the maintainer
should file a proper RM bug against ftp.debian.org to clarify that the
other architectures are no longer supported).
