Yes, but for many installations, its init script is what is
required for the VPN to “work”.

Right, no problem except that remote machines are no longer
maintainable because nobody can get into them because the
VPN does not work. Sure, no problem at all. Remember ax25-node?

So yes, a Conflicts is definitely appropriate until such time
as this is fixed…

… except: why do you write unit files anyway, if the initscript
works? The systemd apologetists say systemd can run existing
SYSV initscripts “just fine”.
