Uhm, did you read this subthread at all?
Let me try to summarise:
At best, switching the order would be no change in the systemd
scenario, but improve the situation for users of other init
systems.
At worst, switching the order would install a package that is
a no-op in the systemd scenario, but improve the situation for
users of other init systems.
