Why bother when a simple pin will do the job:


$ cat /etc/apt/preferences.d/no-bad-package
Package: bad-package
Pin: version *
Pin-Priority: -1
Explanation: prevent installation of bad-package


# apt-get install bad-package
Reading package lists... Done
Building dependency tree       
Reading state information... Done
Package bad-package is not available, but is referred to by another package.
This may mean that the package is missing, has been obsoleted, or
is only available from another source

E: Package 'bad-package' has no installation candidate


(actual package name replaced to protect... never mind)
