I've been doing this for a while now with my v3c package:

I haven't (recently) tried to have it accepted into Debian as it uses
automake, which I want to move away from, although it's getting better.

It uses a top level make file to build various targets, including
targets for other versions stored in the projects git repository.

You can build for Debian or Ubuntu, but the thing I like most is the
ability to do quick installs/uninstalls before taking the scenic route
of building a package first, and with "make -j9" it's fast!

Do please take a look, there may be some ideas you can use.
