to me his response does not read as if he didn't care. Systemd on
systems without cgroups has never been a supported configuration and is
thus not one that he will ever test, so he asks for a patch: 

> To make this work we'd need a patch, as nobody of us tests this

Nothing exceptional, IMHO.
