I think it sends a stronger signal that others are welcome (indeed,
actively wanted!) to help with the effort.

I guess that's because you do a judicious review of packages you
sponsor, to ensure they are high enough quality, as well we all should…
What I think you're suffering from here is something I think a lot of
teams have problems with and it's actually a management issue. You need
help, but you also need people who's quality of work you can trust,
otherwise you have to double-check everything and it's no quicker. On
the other hand, the system won't create people you can trust until
someone invests the time to do the sponsor work, so that people have
the opportunity to learn, and you have the opportunity to learn the
quality of someone's work, and in time trust their quality. And so the
adage "you have to spend money to make money" springs to mind: you have
to invest time in sponsorship to hope to get high quality help.
