If the maintainer gives reasons to stick to the old version and is
explaining these reason I do not see a case for a valid salvage process.
If I were the maintainer in question I would offer team maintenance to
the potential salvagers and would even sponsor their packages to
experimental if they would care for the experimental branch. This is
what I would call sensible and helpful behaviour.
