I'm not sure how you reconcile "make dpkg-buildpackage the interface for
building" and "not dropping the debian/rules interface".  If you say
packages are allowed to use variables they don't set, then that means
"debian/rules build" is allowed to fail, which would be a pain when
working on a package, and effectively means "dropping the debian/rules
interface" AFAICT.
