You report against package 'general'.
Don't you mean "base", "installation-reports", or "upgrade-reports"?

I'm afraid not, in general anyway. installation-reports is meant for reports about, well, installations. updrade-reports is meant for reports... about upgrades. As for base, it's meant for reports about the base system ( http://www.debian.org/Bugs/pseudo-packages ).
