In addition to what you said, packages.d.o should not "forget" about removed 
packages but provide hints about when they were present, why they were 
removed, if the removal is temporary or likely permanent and what possible 
alternatives are. Somehow this information is already available in various 
hidden places linked from packages.qa.debian.org, but this is often cumbersome 
to find.

It took me a while to find out where http://packages.debian.org/apt-proxy had 
gone, for example. If this information is made available in a structured 
format, some uncrufting tool could be used to wipe out outdated packages or 
warn about temporary removals due to release (e.g., eucalyptus-cloud).
