Another solution would be splitting the package into several ones,
so each of these new packages has exactly one libdir, one of them
would be configured w/ --libdir=/lib and another w/ --libdir=/usr/lib.

They keyword is: modularization ;-p
Well, tell that folks like coreutils devs and see what happens,
they'll chase you up a tree and burn it ;-o

Simple: take different .pc files for static vs. dynamic.
