Eh? How do you fix stuff in the next release if you don't make uploads?
I'm not saying that the number of uploads should stay the same: it's
normal to see it going down during freezes, since there are less things
to change. However, if we think that DDs participate in RC bug fixing,
the number of distinct uploaders should not go down.

That's the number of distinct uploaders (according to Changed-By:) to unstable
for each month since 2008:

One could argue that, even if you are involved in RC bug squashing, you might
not be making uploads that frequently, and that would explain why the number of
distinct uploaders is going down. So let's take a step backward:
Distinct uploaders to unstable from 01/01/2008 to 30/07/2008: 1229
Distinct uploaders to unstable from 30/07/2008 to 14/02/2008: 978 (lenny freeze)
Distinct uploaders to unstable from 06/02/2010 to 06/08/2010: 1187 (6 months before freeze)
Distinct uploaders to unstable from 06/08/2010 to 05/02/2011: 926 (squeeze freeze)

So, we are losing a large number of contributors (> 20%) during freezes. And
it's also possible that some of them don't come back (looking at the months
following freezes, it takes some time to reach the pre-freeze numbers).
