I have no idea.  I do not know WML.

But we do use po4a when generating web pages in the debian-edu-config
package, and we also use it to generate translated version of
debian-edu-doc, where the master document is fetched as docbook from
wiki.debian.org, passed to translators as .po files and in the end
both HTML and PDF versions of the documentation is generated. :)
