I am not aware of such goal for the Debian project.  What would be the
motivation for Debian as a distribution?

I am aware of embedded sub-projects wanting to strip the amount of
essential packages to a minimum, but do not believe it is a good
argument for throwing bash out of the essential set for the Debian
distribution.
