su-to-root can be configured to handle the disabled-root case,
by setting 'SU_TO_ROOT_SU=sudo' in /etc/su-to-rootrc or in the environment.

PAM does not allow to detect whether the root password is disabled, so
su-to-root cannot autodetect it (nor any other similar system).
