Bug in version tracking resolved

There was a bug in getting the version tracking information from DAK
to the BTS, which resulted in some bugs erroneously being marked as
absent when they were actually present in a particular distribution,
and possibly some RC-buggy packages incorrectly transitioning to
testing when they should have been held back. [You could see this when
bugs were located in the "From Other Branch" section.]

Thanks to the assistance of Joerg Jaspert and Luca Falavigna, I belive
this has been fixed, and the BTS once again knows about the proper
versioning of bugs for at least all of the packages currently in
unstable.

If you happen to run into similar issues, please feel free to contact
owner@bugs.debian.org or myself (dondelelcaro) on #debbugs on
irc.debian.org (OFTC).
