OK (and thanks to Tzafrir for all detailed info on the various web
servers). Given the heterogeneity of them, and in particular the fact
that most of them do not have a .d/ directory where packages can drop
their snippet, I presume that the following procedure would be
appropriate for fixing the current dir-or-file-in-var-www issues.

- create a dir for the package static content
- in it create s index.html if needed
- ship Apache configuration as a conf.d/ snippet (with Alias)
- document in README.Debian where the static content is (so that admins
  of other web servers know what needs to be done by hand)
- document in NEWS.Debian that the (apache) base URL to access the
  package functionality has changed and that there is no backward
  compatibility

I fully understand that ... and you've my support :-) Not having extra
Debian time slots to offer on those lines, I was just trying to
understand what a random DD (i.e. me) could do to fix the current
outstanding dir-or-file-in-var-www issues according to the _present_
rules and available tools.

BTW, the documented Neil pointed us to is already a very good
achievement of webapps-common! thanks to everybody who has contributed.
