mii-tool communicates with the PHY (physical interface) using MDIO
whereas ethtool uses a much higher level API (also called ethtool).
mii-tool ought to be extensible to the gigabit MII (there are only a few
new register fields) but the 10-gigabit MII has a greatly extended MDIO
register set and the Linux ioctl() interface to this has not yet been
standardised.  Furthermore not all interfaces (not even all Ethernet
interfaces) use MDIO.  So I would suggest you stick with ethtool.
