No, it is not.  It is stagnant, not stable.

I don't believe there's any consensus about it; there have been list
discussions in the past with major objections to its current content that
are so far unaddressed, and the current content is, furthermore, the outcome
of a long series of non-consensual edits.  I as the DEP driver don't stand
behind it at all as a standard in its current form.

This is my fault as the DEP driver (both for letting the non-consensual
editing take place and for not guiding the discussion better), but it does
mean that I'm not about to mark the current document as a candidate.

I hope to make some progress on remedying this starting next week.
