Bug #523920 is not an FHS violation.  The FHS requires that applications
must be able to recover from manual deletion of *files* located under
/var/cache; it says nothing about directories.

(And deletion of contents under /var/lib -- game over, man.)

No, it's not.  It interferes with admins' ability to use /var/www as their
own webroot unmolested by packages.
