No, I do not think they are incompetent.  I think they have a hard job
trying to port features from hal to udev-extras without repeating all
the mistakes.  I realize that hal have many users who presumably are
wanting to push all interfaces they use into udev.

Do /lib/udev/{pci,usb}-db provide any reliable additional information?
