HAL is merely an intermediate layer to help access underlying layers
like udev using D-Bus. It is unrelated to the level of customization you
want to apply. I don’t know what you’d expect it to do, but it is
probably more related to the frontends (like gnome-power-manager and
nautilus, or their KDE equivalents).
