Unfortunately this is not true for every use-case. There are the
developers who'd like to have the documentation installed for a given
package, there are the users who'd like to run services on purpose,
there are the users that are forced to install certain services, because
other packages they need and want to use, depend on it and ofcourse
there are the users who don't trust us, that the default configurations
we ship are good enough for them.
