Because they doesn't use
- dpkg-shlibdeps
- python-support|python-central for python stuff
- running ldconfig in postinst
- interacting with postinst/preinst in other ways

dpkg-shlibdeps run during build does that and then dpkg-gencontrol
replaces the ${shlibs:Depends} in control file
