We already do. Someone who was concerned about such things could write
a policy-rc.d which checked to see whether a particular daemon was
allowed to start based on any number of critera, including whether it
depends on the network, whether it has been installed for a long time,
or whether one of the configuration files it ships has been modified.

Anything which sets up a network-listening daemon should almost
certainly depend on $network, so assuming LSB compliant init scripts,
no changes would even be required to figure out what a network service
was.
