1:1.0.6-11 is still available in unstable, and that bug is present in
1:1.0.6-11. See the header on that page:
"Bugs in package texmacs (versions 1:1.0.6-11, 1:126.96.36.199-2+b1,
1:188.8.131.52-1, 1:184.108.40.206-2) in unstable"

I think they misspelled this. Shouldn't it be "Operation Just 'Cause"?
