You definitely want to send a bug report to the logcheck maintainters.
Sending bug reports here is likely to get unnoticed. If you have
reportbug installed,
reportbug logcheck-database
should work pretty fine.
If you don't wish to have reportbug installed, you should have a look
at http://www.debian.org/Bugs/Reporting
