For non-RC bugs, the normal (ie. non-0-day) NMU policy applies, as outlined
in the Developer's reference. There's nothing saying you can't NMU for non-RC
bugs -- in fact, Debian would probably be a better place if we were better at
NMUing for other bugs as well.
