With the exception that release policy specifies:
| 5. General
|
| (a) Supportable
|
| Packages in the archive must not be so buggy or out of date we
| refuse to support them.
But of course, what that means can be quite different in different
cases - so in the end, it is (mostly) the maintainers decision (as you
wrote).
