piuparts unprocessed failed logs page

While I wait to have time to do something better and more easily usable,
the following page lists the logs of failed piuparts files that have not
yet been processed:

Processing the logs means things like:

* checking that the failure wasn't due to a bad mirror
* checking that the problem hasn't already been reported
* actually reporting the problem

Reporting problems has been pretty slow this summer. Sorry about that.
