If you look into the reason that the mail was held back, you see that
the problem is different:

In fact, pkg-openssl-devel ist *not* moderated at all, but mailman
complains about the *implicit destination*, meaning that the mail was
sent to email@example.com or #####@bugs.debian getting
forwarded to the list.
I hat do tune the *recipient filters* namely the *acceptable_aliases*
option. I changed it to:
Christoph Martin, Leiter der EDV der Verwaltung, Uni-Mainz, Germany
