I am currently offline and cannot call up the bugs. But I am refering
to the bugs usertagged nis-interaction and ldap-interaction for user
adduser@packages.debian.org.

Actually, I planned to do that two years ago, found myself ending up
with recoding most of the checks that adduser already does and finally
adapted adduser itself so that it can be used without special stuff in
postinst. Actually, that's how I became involved with adduser in the
first place. Most of my packages now use simple adduser calls.

Which things would your dh_user do more than adduser does currently?

I do not have any NIS and/or LDAP knowledge, and adduser does
everything that _I_ need for my packages. Considering that no wishlist
bugs came up regarding more functions for creating system users, other
maintainers think so as well.
