ok, that's why i asked. obviously there are quite some people around who
want their location to stay hidden from the general public while making
it available to registered debian developers, so opt-in is the only way
to go.

thanks for the feedback, no reason to discuss this any further, i'll see
if it's possible to implement it that way.
