Spammers aren't targeting the BTS on purpose; they're doing it by mistake.
We could just use something simple, like a phrase that must occur in the
message for the BTS to act on the message sent to
XXXX-done@bugs.debian.org. This is also probably far more trivial to
implement than GPG. And compatible with any mailer, unlike additional
headers.
