I found a brief page for discussions about the new source format [1], when a
new target is proposed (unpack) which should unpack the tarfiles and apply
the patches.

Also what happend to the dpkg repo at cvs.debian.org. I've got this for a week
or so.

cvs up -Pd
cvs server: Updating .
cvs server: failed to create lock directory for
`/cvs/dpkg/dpkg' (/cvs/dpkg/dpkg/#cvs.lock): Permission denied
cvs server: failed to obtain dir lock in repository `/cvs/dpkg/dpkg'
cvs [server aborted]: read lock failed - giving up
