I cannot speak for anyone regarding the specific case of mplayer, but the
above is not a valid inference for any package. Ubuntu and Debian have very
different policies for acceptance of new packages. In particular, the
Ubuntu archive contains sections for software which is offered "as-is"
without support and with less rigorous QA, and packages are added to these
sections fairly liberally.
In Debian, every new package is subject to review by an ftpmaster, subject
to fairly strict criteria, they are implicitly included in various QA
processes (such as the RC bug list), build failures result in RC bug
