BTW, katie's sources contain a file called docs/README.new-incoming
which is basically what was posted at

As to putting this on a web page, I will write something about the
archive system for the Developers' Reference in the near future.
Talking to Andrew Pollock when I was in Canberra, I realized that it's
not clear to everyone how the system works and what the steps are.

This item is on my TODO list:

  - Andrew Pollock <me@andrew.net.au>  about documenting incoming
Infrastructure. It may well be documented, but it's all over the place, and
not readily findable. It would be great to see a flow chart of the lifecycle
of a package, from upload to unstable to release of stable, bug filing etc,
and then have a document that fleshes out and supports that flowchart.

[I definitely cannot do a flowchart, but I can write the text and
someone else can do a graph based on that.]
