For new packages: http://packages.debian.org/unstable/newpkg_main
It doesn't have an RSS feed though.  No mail either, but
lynx -dump ..|mail -s... will do

For etablished packages: http://www.livejournal.com/users/debaday/
It has an RSS feed.  rss2email works.
