Some file-in-etc-not-marked-as-conffile RC bugs

Hello developers,

I stomped across

<http://lintian.debian.org/reports/Tfile-in-etc-not-marked-as-conffile.html>

It seems several packages fail to declare conffiles as such, which is
a serious policy violation given that user change will not be preserved
across upgrades.

Someone with more time than I have currently should probably check them.
A cursory look give as 'worst offender':

gdm: /etc/gdm/factory-gdm.conf
gnocatan-meta-server: /etc/init.d/gnocatan-meta-server
pimd: /etc/pimd.conf
ratmenu: /etc/menu-methods/ratmenu
vsftpd:  /etc/ftpusers /etc/init.d/vsftpd
wdm: /etc/logrotate.d/wdm

Sorry for any false positive.
Comments about how a non-conffile-to-conffile migration should be implement
welcome.

Cheers,
